What is the Northwest Territories Provincial Nominee Program (NTPNP)?

The Northwest Territories' Provincial Nominee Program (PNP) is an immigration initiative run by the Government of the Northwest Territories in partnership with Citizenship and Immigration Canada. This program aims to fast-track the processing of applications for permanent residency.

The Nominee Program strengthens the Northwest Territories' economy by attracting qualified individuals to address critical labor shortages and promote business development. It assists employers in recruiting and retaining foreign workers and helps these workers and their families establish permanent homes in the region.

Individuals nominated by the Northwest Territories can apply for permanent residency through Citizenship and Immigration Canada under the Provincial Nominee stream. The processing of these applications is generally faster than other immigration classes, with Citizenship and Immigration Canada making the final decisions.

Successful applicants receive a Northwest Territories Nominee Certificate, which expedites the processing of their Canada Immigration (Permanent Resident) Visa applications. Under the Northwest Territories PNP, you may qualify under one of three streams.

Northwest Territories — Express Entry Stream

If you are interested in settling in Northwest Territories and you meet the criteria of one of the four categories below you may be able to enter Canada in less time.

Ø Requirements for the Skilled Worker Category

Employee Requirements:

  • Must have the required certification or accreditation for the specified trade.
  • If applicable, meet the territorial certification, licensing, or registration requirements for the job.
  • Possess a valid license or be accepted by the territorial body governing the occupation or trade.
  • Have the necessary work experience for the specific occupation.
  • Must not be a refugee claimant.

Employer Requirements:

  • Must have been registered and operational for at least one year.
  • Demonstrate efforts to recruit a Canadian citizen or permanent resident for the job vacancy.
  • Identify a potential nominee.
  • Be a registered business, industry association, or a local, municipal, First Nation, or Territorial government in the NWT with a minimum of one year of operation.
  • Provide proof of local and national recruitment efforts and submit a summary of results.
  • Ensure that the job compensation aligns with local standards.
  • Obtain a Labour Market Opinion (LMO) from HRSDC.

Job Requirements:

  • Must be a permanent full-time position (minimum 30 hours per week).
  • Must fall into a high-skill level category.
  • Must not conflict with existing collective bargaining agreements.
  • Comply with the NWT Employment Standards Act.
  • Offer a comparable industry rate of pay.

Ø Requirements for the Critical Impact Worker Category

Applicant Requirements:

  • Must have a temporary work permit and have been employed in the same position for at least six months.
  • Demonstrate sufficient financial or settlement support in the NWT.
  • Have the required work experience for the occupation.
  • Possess the ability to conduct basic communication in the official language of the workplace.
  • Must not be a refugee claimant.

Employer Requirements:

  • Must have a job vacancy.
  • Identify a potential nominee.
  • Be in good standing with the Workers’ Safety and Compensation Commission.
  • Provide proof of local and national recruitment efforts and submit a summary of the results.
  • Obtain a positive Labour Market Opinion (LMO) from HRSDC Service Canada.
  • Be a registered business, industry association, or a local, municipal, First Nation, or Territorial government in the NWT that has been registered and operational for a minimum of six months.

Job Requirements:

  • Must be a permanent full-time position (minimum 30 hours per week).
  • Offer a comparable industry rate of pay.
  • Fall into NOC skill levels C or D.
  • Be in good standing with the Workers’ Safety and Compensation Commission (WSCC) and the NWT Employment Standards Office.

Ø Requirements for the Self-Employed Business Category

Investment Requirements:

  • Invest a minimum of $300,000 equity into starting or buying a business within the corporate boundaries of Yellowknife, NWT.
  • Alternatively, invest a minimum of $150,000 equity into starting or buying a business outside the corporate boundaries of Yellowknife, NWT.

Net Worth Requirements:

  • Have a personal net worth of at least $500,000 if starting or buying a business within the corporate boundaries of Yellowknife, NWT.
  • Have a personal net worth of at least $250,000 if starting or buying a business outside the corporate boundaries of Yellowknife, NWT.

Additional Financial Requirements:

  • Have an additional $75,000 kept in a trust account, to be released upon the completion of a Performance Agreement based on the business proposal.

Other Requirements:

  • Demonstrate a reasonable knowledge and understanding of the NWT and its economy.
  • Show reasonable communication skills appropriate for the NWT.
  • Possess the necessary experience and education to successfully implement the business plan.

Ø Requirements for the Express Entry Stream

Candidates must:

  • Be eligible for one of the three federal economic immigration programs: Federal Skilled Worker, Federal Skilled Trades, or Canadian Experience Class.
  • Meet all the requirements for the Skilled Worker Stream under the Northwest Territories’ Nominee Program.
  • Satisfy the criteria for Citizenship and Immigration Canada’s Express Entry Pool.

Once these eligibility criteria are met, an employer can submit an application to the Northwest Territories’ Express Entry System.
