What is the NewFoundland and Labrador Provincial Nominee Program? (NL PNP)

Newfoundland and Labrador, Canada’s easternmost province, has emerged as a notable economic player in the country.

The province comprises two distinct regions: Labrador, which is connected to the mainland, and the island of Newfoundland. The NLPNP, Newfoundland and Labrador’s Provincial Nominee Program, allows prospective immigrants possessing the skills and experience sought by the province to obtain a provincial nomination.

Overview of the Newfoundland and Labrador PNP:

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) has been active since 1999, being among the earliest PNPs to be established. Similar to other PNPs, this program aims to attract more immigrants to the province to meet economic and labor market demands.

The NLPNP targets skilled workers, entrepreneurs, and international graduates who possess the necessary skills, experience, and education to thrive in the Atlantic province. Alongside the PNP, Newfoundland and Labrador, through the Atlantic Immigration Program (AIP), is increasingly welcoming immigrants. The AIP is a streamlined immigration program allowing employers in the Atlantic provinces — New Brunswick, Newfoundland and Labrador, Nova Scotia, and Prince Edward Island — to hire foreign nationals.

The province aims to welcome 1,200 new immigrants annually and plans to increase this number to 1,700. The NLPNP includes one enhanced category, the NL Express Entry Skilled Worker category, while the remaining categories are base categories. An enhanced category is aligned with the federal Express Entry system, allowing quicker processing. In contrast, base categories are not aligned with Express Entry and typically have longer processing times.

Ø Newfoundland and Labrador Express Entry Skilled Worker

  • Job Offer Required: Yes
  • Application Fee: CAD $250
  • Processing Time: 25 business days

Minimum Requirements:

  • Must have an Express Entry profile
  • Must have a full-time job or job offer from a Newfoundland and Labrador employer (NOC level 0, A, or B);
  • Must have a valid work permit, or can apply for one
  • Must hold a post-secondary degree or diploma
  • Must meet the minimum level of work experience based on your profession
  • Must be eligible for provincial licensure or certification if needed
  • Must show genuine intention to settle in the province
  • Must meet the minimum language requirements
  • Must score at least 67 out of 100 points on the PNP points assessment grid
  • Must have enough money to establish yourself and your family in the province
  • Your employer must meet certain requirements.

How it works:

If you meet the minimum requirements, apply online on the province’s webpage. Ensure your passport and work permits are valid. Before submitting, double-check your application and document checklist. You may be required to participate in an interview with an immigration officer. If successful, you'll receive a provincial nomination in the Express Entry system, giving you an additional 600 CRS points, ensuring an Invitation to Apply (ITA) for permanent residence in the next draw.

Minimum Requirements:

  • Must have a full-time job or job offer from an eligible Newfoundland and Labrador employer for at least two years in NOC 0,1,2,3,4,5
  • Must have the required qualifications, training, skills, and accreditation for the job
  • Must have a valid work permit with at least four months left
  • Be 21-59 years old
  • Must have relevant experience for the job
  • Must have enough money to settle in the province
  • Must meet the minimum language requirements if the job offer is from TEER 4 and 5

How it works:

Ensure eligibility, complete the application on the province’s webpage, and wait for assessment. If approved, use your provincial nomination to apply for permanent residence with Immigration, Refugees and Citizenship Canada (IRCC).

Ø International Graduate Category

  • Job Offer Required: Yes
  • Application Fee: No fee
  • Processing Time: 25 business days

Minimum Requirements:

  • Must have completed at least half of your studies in Canada, and graduated from an eligible college or university
  • Must have completed at least a two-year diploma or degree program (full-time
  • Must have a full-time job offer from an eligible employer in Newfoundland and Labrador
  • Must hold a Post-Graduation Work Permit from IRCC
  • Must have the qualifications, training, skills, and/or accreditation needed for the job
  • Must have enough money to settle in Newfoundland and Labrador
  • Must meet the minimum language requirements.

How it works:

Once eligible, gather documents and complete the online application. After around 25 business days, you'll be notified of approval or denial. If approved, use your provincial nomination to apply for permanent residence with IRCC.

Ø International Entrepreneur Category

  • Application Fee: CAD $1,000
  • Processing Time: Depends on document verification time

Minimum Requirements:

  • Must be between 21 and 59 years old;
  • Must meet language requirements;
  • Must have CAD $600,000 in net assets;
  • Must score at least 72 out of 120 in the Expression of Interest (EOI) assessment grid;
  • Must invest at least CAD $200,000 to establish a business with 33.3% ownership (or CAD $1 million in equity investment);
  • Must have at least two years of business management or ownership experience in the last five years, or five years of senior business management experience in the last ten years;
  • Must have a business plan;
  • Must have at least a high school diploma;
  • Must intend to live permanently in Newfoundland and Labrador;
  • Must create at least one full-time job for Canadians or permanent residents;
  • Must conduct an exploratory visit to the province.

How it works:

Check eligibility, complete an Expression of Interest (EOI) online, and wait for an Invitation to Apply. If approved, submit required documents including a Business Establishment Plan and Net Worth Verification Report.

Ø International Graduate Entrepreneur Category

  • Application Fee: CAD $250
  • Processing Time: Depends on document verification time

Minimum Requirements:

  • Must be at least 21 years old;
  • Must provide a business continuity plan with financial documents;
  • Must have graduated from Memorial University of College of the North Atlantic in the last two years from a program that is at least two years long;
  • Must have a valid post-graduate work permit;
  • Must meet language requirements (CLB 7);
  • Must have at least one year of business management experience with at least one third ownership in the province;
  • Must create at least one full-time job for Canadians or permanent residents;
  • Must show that the business is for-profit.

How it works:

If eligible, complete an Expression of Interest (EOI), receive an Invitation to Apply, and submit required documents including a Review Engagement and Special Purpose Report. If approved, use your provincial nomination to apply for permanent residence with IRCC.

Ø Atlantic Immigration Pilot

  • A fast-track immigration program for employers in Atlantic provinces to hire foreign nationals for positions they couldn’t fill locally.
