Canada’s international student system is facing another serious integrity warning — and this time, the issue goes beyond fake documents or questionable colleges.
A CBSA intelligence assessment reportedly raised concerns that organized criminal groups, including the Lawrence Bishnoi gang, have exploited Canadian immigration pathways. At the same time, Canada’s Auditor General has already identified major weaknesses in how study permit fraud and student non-compliance were investigated.
That does not mean international students are criminals. Far from it.
But it does mean Canada is taking a harder look at who enters through the International Student Program, how applications are verified, and what happens after a student arrives.

What Did the CBSA Report Warn About?
A classified Canada Border Services Agency (CBSA) report from December 2025 reportedly examined concerns surrounding organized criminal activity in Canada and the alleged involvement of some Indian nationals holding Canadian study or work permits.
The findings have triggered renewed scrutiny of the Canada student visa system, particularly its ability to identify applicants connected to organized crime before they enter Canada.
The concern is not that Canada’s student visa program itself creates criminality. The problem is whether criminal networks can manipulate legitimate immigration pathways to establish a presence in Canada.
That distinction matters.
Canada continues to welcome international students, but immigration screening, background checks, document verification and admissibility assessments are becoming increasingly important.
Canada’s Student Visa System Was Already Under Pressure
The CBSA concerns come after a major government review of Canada’s International Student Program.
In March 2026, the Auditor General reported that Immigration, Refugees and Citizenship Canada (IRCC) had successfully reduced the number of new study permits but had fallen short in several areas of program integrity.
One of the biggest findings was striking.
Between 2023 and 2024, more than 153,000 students were identified as potentially non-compliant with their study permit conditions. Yet only about 4,000 investigations were launched because IRCC lacked the resources to investigate every case.
The audit also identified 800 study permits connected to cases involving fraudulent documentation or misrepresentation. Most of those individuals later applied for additional immigration status in Canada.

The Good News: Canada Has Strengthened Verification

Canada has introduced stronger controls to verify whether international students are actually coming from legitimate educational pathways.
For example, IRCC implemented a system to verify letters of acceptance (LOAs) issued by designated learning institutions.
According to the Auditor General, the system assessed more than 841,000 applications received since December 2023. About 94.1% of letters were verified as genuine, while a smaller portion were flagged for potential fraud or required manual processing.
Canada has also introduced measures involving provincial attestation letters, study permit application limits, designated learning institutions and student compliance requirements.
In other words, simply getting an admission letter is no longer the entire game.

- Letter of acceptance is genuine and verifiable.
- Financial documents are accurate and sufficient.
- Academic history supports your chosen program.
- Study plan clearly explains your goals.
- Immigration history is fully disclosed.
- Personal information is consistent across documents.
- Supporting evidence is authentic.
- Application does not contain unexplained gaps or contradictions.
And don’t use fake documents just because someone promises a “guaranteed Canada visa.”
There is no shortcut worth risking your future.
What This Means for Canada’s Immigration System
The latest CBSA concerns, combined with the Auditor General’s findings, point toward one clear direction: Canada is moving toward a more controlled and closely monitored student immigration system.
The government has already reduced study permit volumes and introduced stronger verification measures. However, the Auditor General found that significant weaknesses remained in responding to suspected fraud and non-compliance.
For genuine students, that can actually be good news.
A system that better detects fraudulent applications can make it harder for dishonest applicants and criminal networks to exploit immigration pathways.
But it also means genuine applicants need to get their applications right.
