How can you immigrate to Canada as a caregiver?

Canada’s current caregiver pilot programs are now accepting applications, offering foreign caregivers a more straightforward path to Canadian permanent residence. The Home Child Care Provider and Home Support Worker pilots enable caregivers to work in Canada without leaving close family members behind.

Here are further details on the Caregiver Program-

The Caring for Children and Caring for People with High Medical Needs programs expired on June 18, 2019, and are no longer accepting new applications. However, applications submitted before this date will continue to be processed.

Caregivers previously applying under the expired programs can now apply through either

·       Child Care Provider Pilot

·       Home Support Worker Pilot

 The Interim Pathway for Caregivers, which closed to new applicants on October 8, 2019, offered a temporary pathway for caregivers who came to Canada as temporary foreign workers since 2014 but couldn’t qualify for permanent residence through existing programs. The new pilots, Home Child Care Provider and Home Support Worker, will each accept a maximum of 2,750 principal applicants per year, totaling 5,500 principal applicants annually, along with their immediate families. Initial applications to the new pilots will be processed within 12 months, with a six-month processing standard for finalizing an application after meeting the work experience requirement.

Under the following programs-

·       Home Child Care Provider Pilot

·       Home Support Worker pilots

Employers will no longer require a Labour Market Impact Assessment before hiring caregivers from overseas.

Ø Home Child Care Provider Pilot

 The Home Child Care Provider Pilot is a 5-year program allowing qualified caregivers and their families to come to Canada with the aim of permanent residency.

If you have a job offer in Canada as a caregiver or caregiving experience in Canada, you may be eligible for permanent residence through this pilot. Here are the eligibility requirements:

Home Child Care Provider – NOC 4411

Work Experience Requirement: You must have at least 24 months of full-time work experience in Canada in the 36 months before applying. Your experience must be in the following NOC job: Home childcare provider (NOC 4411)

Language Level Requirement: You need to prove your language skills through a language test with a minimum level of CLB 5 in English or NCLC 5 in French.

Education Requirement: You must have completed at least 1 year of post-secondary education in Canada, or have your foreign education credential assessed to be equivalent.

Home Child Care Provider Pilot: Home child care providers assist parents in looking after children and may also help with household duties. Care can be provided either in the caregiver’s own home or in the employer’s home.

This pilot is open to applicants interested in roles such as:

  • Babysitter
  • Au pair
  • Live-in child caregiver
  • Private home child caregiver
  • Nanny
  • Parent’s helper
  • Foster parent
  • Child caregiver in public settings like gyms or shopping centers.

Ø Home Support Worker Pilot

Who Can Apply for Home Support Worker Pilot? The Home Support Worker Pilot is a 5-year program allowing qualified caregivers and their families to come to Canada with the goal of permanent residency.

If you have a job offer in Canada as a caregiver or caregiving experience in Canada, you may be eligible for permanent residence through the Home Support Worker Pilot. Here are the eligibility requirements:

Home support worker – NOC 4412

Eligibility Requirements for the Home Support Worker Pilot

You will be eligible to apply for the Home Support Worker Pilot if you:

·       Have sufficient work experience

·       Meet the language proficiency requirement

·       Meet the education requirement

·       Are admissible to Canada

·       Plan to live outside the province of Quebec

Work Experience Requirement: You must have at least 24 months of full-time work experience in Canada in the 36 months before applying.

Your experience must be in the following NOC job: Home support worker (NOC 4412)

Language Proficiency Requirement: You need to take a language test to prove you meet the minimum language skills.

The minimum language skill required is CLB 5 in English or NCLC 5 in French for all four language skills: writing, reading, listening, and speaking.

Education Requirement: You must have completed at least 1 year of post-secondary education in Canada, or have your foreign education credential assessed to be equivalent.

Home Support Worker Pilot Home support workers assist senior citizens, people with disabilities, and individuals undergoing rehabilitation. Duties often include meal preparation, feeding, bathing, dressing changes, medication administration, and routine housekeeping tasks.

This pilot is open to applicants interested in roles such as:

  • At-home attendant for persons with disabilities
  • Family caregiver
  • Home support worker
  • Housekeeper
  • Live-in caregiver for seniors
  • Personal aide (home support)
  • Personal care attendant (home care)
  • Respite worker (home support)
  • Doula
  • Home visitor (infant care)
